Google Ads knows someone submitted a form, but it doesn’t necessarily know that sales discarded the contact or that they ended up signing a contract. Offline conversions allow these subsequent results to be sent back to the ad account. Connecting the CRM helps measure what happens after the click and, when the information is reliable, use business signals for optimization.
The difficulty isn’t just technical. Before choosing a connector, you need to decide which event will be sent, how it will be associated with the original contact, and what will prevent counting the same result multiple times. This guide describes that journey, from the form to import verification.
Choose the business milestone you want to send back to Google Ads

A qualified contact, an accepted opportunity, and a sale represent different advancements. They should not be mixed under a generic action called ‘CRM conversion.’ Define what condition each milestone must meet, who validates it, and what date it represents.
In analytics and measurement integration projects, this definition must precede development. If each salesperson interprets ‘qualified’ differently, the import may work without providing a comparable signal. Agreeing on a simple, consistent rule is often more useful than creating a complex scoring system that no one maintains.
For example, a qualified lead might be a company in the target market that confirms an addressable need. An opportunity requires an accepted next commercial step. A sale requires the business closing criteria. These are examples of definitions, not mandatory Google statuses or universal equivalents.
Which signal to choose for your sales cycle
| CRM milestone | What it helps you assess | What to check |
|---|---|---|
| Qualified lead | Whether acquisition attracts contacts that fit the business. | That sales applies consistent criteria and excludes spam and duplicates. |
| Accepted opportunity | Whether there is a specific need and an agreed next commercial step. | That the status is not automatically assigned to every form submission. |
| Closed sale | Which campaigns contribute to customers and commercial value. | That there are enough recent events and that the delay makes them usable for the chosen strategy. |
The milestone closest to revenue is not always the most usable bidding signal. If sales take months, it may be preferable to start with reliable qualification and measure closed deals separately. There is no universal minimum volume that applies to every strategy and account.
Prepare the data that connects web, CRM, and advertising
The record needs to preserve the relationship between acquisition and the subsequent event. UTMs help analyze the origin but do not replace the identifiers or matching data required by the import method. Check how they arrive at the form and if they are lost when changing domains or creating the contact.
- Stable internal ID: identifies the contact and, when applicable, the opportunity, without relying on email as a unique key.
- Compatible attribution data: click identifiers like GCLID when available and supported by the chosen method.
- User-provided data: necessary for enhanced conversions for leads, subject to consent and applicable policies.
- Action and event timestamp: what happened and when, with the correct time zone.
- Value and currency: if a value is sent, define whether it represents a sale or a commercial estimate and maintain the same criterion.
- Submission control: event identifier, import result, and date of the last attempt.
Enhanced conversions for leads allow the use of first-party data, such as email or phone, to improve association with ad interactions. They do not equate to having full attribution. Apply the normalization and hashing requirements of the chosen method; some connectors perform this processing, while others expect to receive it pre-processed.
Hashing does not eliminate data protection obligations. Do not send commercial notes, form messages, or unnecessary sensitive information. Also, avoid entering emails or phone numbers in URLs and analytics parameters. The design should anticipate permissions, minimization, and retention, not add them later.
An enhanced conversions for leads implementation must connect first-party data collected on the website with subsequent CRM events. An isolated email list does not replace that journey. Retain the GCLID when available and send it if the method supports it; user-provided data supplements matching but does not guarantee that every conversion will be recovered. Also check the consent status supported by the integration and avoid hashing data twice.
Connect the CRM and test a complete journey
Select a maintainable import method
Review the available connections in Google Ads Data Manager, your CRM’s features, and, if development is needed, the current Data Manager API. Not all integrations support the same fields, frequency, or corrections. Before choosing, check what is imported and how errors are reported.
To compare a native connector, a Data Manager connection or a custom integration, ask for a demonstration using your actual event. Check these five points:
- Compatibility: supported CRM, conversion account and event type.
- Data: identifiers, consent, milestone timestamp, value and currency.
- Operation: upload frequency, retries and failure recovery.
- Traceability: details of rejected records and ownership of their review.
- Corrections: deduplication, cancellations and value adjustments where supported.
A connector that only exports contacts may fall short even if it advertises Google Ads integration. The requirement is to feed back verifiable commercial events, not to synchronise an address book.
Google dates the start of migration of these uploads to Data Manager API to 15 June 2026 and sets restrictions on legacy access through Google Ads API. For a new implementation, check the current supported route; for an existing one, check the conditions affecting its token and provider before assuming that it stops working. The official Data Manager API migration guide details the technical changes. The migration date does not mean that all connectors use the same architecture.
Map a transition, not an indiscriminate export
Configure the submission when the defined milestone is met. Exporting all contacts daily without event control does not guarantee correct counting. Store a stable key per opportunity, action, and milestone, and use the deduplication fields compatible with the chosen method.
For enhanced conversions for leads, do not restrict uploads solely to a Google Ads UTM: send events for the agreed milestone that meet the method requirements and applicable permissions, and let Google determine the advertising match. This differs from repeatedly resending every contact as a new conversion. Use a supported order or event identifier and retain the reference for potential adjustments.
A test journey would be: contact created in the CRM, commercial review, opportunity acceptance, event preparation, import, and result verification. Use authorized test data and avoid contaminating production bidding goals. Document which parts you can test without generating a real conversion.
Check acceptance, match, and usage
That the connector indicates ‘sent’ does not mean Google has accepted the event, successfully attributed it, or is using it for bidding. Review diagnostics, rejections, and the corresponding conversion action. Compare a sample of CRM records with the import result, without expecting the total CRM to match conversions attributed to advertising.
Common errors include incorrect action names, incompatible dates, out-of-window events, or insufficient matching data. Windows and requirements depend on the method and configuration: consult them before scheduling a historical upload.
- Delivery: the connector has processed the event and retained its result.
- Acceptance: Google has not rejected it because of its format, action or date.
- Matching and attribution: the event can be associated with an eligible interaction.
- Use: the action is included in the campaign objectives and intended strategy.
These states are not equivalent. Review reporting by conversion time when comparing it with the CRM, and account for differences in attribution and processing delays. Do not expect total CRM sales to be identical to sales attributed by Google Ads.
Avoid duplicating results and distorting value
If a contact becomes an opportunity and then a sale, you can record both milestones for analysis. What you must avoid is interpreting them as two customers or adding incompatible economic values. An estimated opportunity amount and a closed sale are not cumulative revenues from the same contract.
Review which actions are primary and which objectives each campaign uses. A secondary action usually serves for observation, but custom objectives require checking their specific behavior. Do not shift bidding towards a CRM signal until you have validated its definition, frequency, and delay.
The handling of cancellations or corrected amounts must also be designed. When the method supports it, use conversion adjustments with the original reference; do not send a negative fictitious sale or a new conversion to compensate without checking how it will be interpreted.
First observe the new action and compare it over a period covering the usual conversion delay. Then review which signal it will replace and in which campaigns. Changing the goal, values and budget simultaneously makes it harder to explain performance changes. The official enhanced conversions for leads implementation checklist helps you check data collection, uploads and diagnostics.
What Management Needs to See to Invest Better
The report should separate received contacts, qualified contacts, opportunities, and sales, in addition to spending and acquisition costs. This hierarchy allows detecting whether the loss occurs in acquisition or follow-up. Google Ads measurement with business criteria provides the framework; integration allows feeding it with verifiable events.
Hypothetical example: a cheap form submission does not imply a cheap sale
Suppose a single, mature cohort has €3,000 in advertising spend, 100 contacts, 20 opportunities and 5 new customers. The contacts belong to the acquisition scope being analysed and duplicates have been removed.
- Cost per contact: 3,000 / 100 = €30.
- Cost per opportunity: 3,000 / 20 = €150.
- Advertising cost per new customer: 3,000 / 5 = €600.
The last figure is not full CAC: it excludes fees, tools, the sales team and other costs. Nor does it demonstrate profitability without knowing the margin. The example is illustrative, not an Arimetrics result or a forecast. It shows why management needs to see commercial progression, not just the cost of a form submission.
Compare cohorts with an equivalent maturation time. A long-cycle campaign will look worse if you only look at immediate sales. Also distinguish the value attributed by Google, the origin recorded in the CRM, and the economic result: none alone demonstrates how much additional business advertising produced.
A completed integration must assign responsibility for field changes, upload errors, and quality reviews. Connecting once is not enough if sales stages change or the form is modified. The useful signal is one that retains its meaning after these changes.
Frequently asked questions
Can I import offline conversions without GCLID?
Enhanced conversions for leads can use user-provided data in a compatible implementation. They require connecting website data collection with CRM events and meeting method requirements and policies. Also send the GCLID when available and supported; uploading an email list without that preparation is not enough.
Should I send opportunities or sales?
You can measure both milestones using separate conversion actions. For bidding, choose a reliable signal based on its frequency and delay. A qualified opportunity may be more usable than infrequent or very delayed sales, but it must not be presented as closed revenue.
Why do Google Ads and the CRM report different numbers?
The CRM may include sales from every channel, while Google Ads attributes events according to its rules, windows and matching data. The date used in reporting, rejections and processing delays also matter. Check these differences before interpreting the discrepancy as a connector failure.
