Definition:
Geotargeting, or geographic targeting, is a technique used to select which ads, content or offers are shown to an audience based on its geographic location. It can be applied to countries, regions, cities or areas near a business, depending on the options available on each platform.
It is used to tailor messages and the reach of a marketing activity to particular territories. Location is usually estimated from different signals, so it does not always match exactly where a person is.

How geotargeting works
The process combines a selected area with information that associates the user with it. For example, a business can limit a campaign to the cities where it provides a service.
Location can be estimated through the IP address or the device’s location services, which may use GPS, Wi-Fi networks and mobile signals. The information available and its accuracy depend on the technology, permissions and settings.
It is important to distinguish the information source from the selected area: an IP address can help estimate a location; a city or postcode defines the territory you want to reach.
Language does not determine location. A person may browse in Spanish from another country or use a setting that differs from the usual language of the place where they live.
What it is used for
Geotargeting makes it possible to tailor digital activities to areas where an offer is relevant. Common uses include:
- Advertising by area: target SEM or social advertising campaigns to the territories where the business operates.
- Local promotions: communicate offers available at specific locations.
- Website personalisation: show information about nearby stores or service availability based on an estimated location or one provided by the user.
- Budget allocation: organise campaigns by market and assess their results separately.
- Location exclusions: reduce advertising exposure in places where no service is provided, within the platform’s capabilities.
In an online store, adapting content to an estimated location does not replace checking the delivery address. Nor does it guarantee that a product is available in that area.
Selecting a radius around the business does not always reflect its service area. Straight-line distance does not account for roads, geographic barriers or travel times.
Differences between geolocation, geotargeting and geofencing
These concepts are related, but describe different functions:
- Geolocation: identifies or estimates the geographic position of a device or user.
- Geotargeting: uses location as a criterion for selecting an audience or adapting a message.
- Geofencing: defines a virtual perimeter and makes it possible to detect situations such as a device entering or leaving it to trigger an action, when the technology and permissions allow.
For example, an application can use geolocation to determine a device’s position and a geofence to detect when it enters an area. Geotargeting, by contrast, does not need to record that movement: it can simply select an audience associated with a city.
Defining a radius in an advertising campaign does not, on its own, mean that people entering a perimeter are being detected.
Physical location and interest in a place
In advertising, being in an area and showing interest in it are not the same thing. Someone searching for accommodation in Valencia may be in another city.
Google Ads location options distinguish between presence and interest in supported campaign types. Selecting a city is therefore not enough to understand who an ad may reach: the location option being used must also be reviewed.
For an at-home service, it may be important to focus on people who are in or regularly in its coverage area. For tourist accommodation, it may also make sense to reach people planning a trip from somewhere else.
Accuracy and privacy
Geographic targeting does not guarantee an exact location. Mobile networks, VPNs, disabled permissions or incomplete information can affect the estimate.
It is therefore useful to compare the locations shown in reports with actual results, such as the areas from which enquiries or orders arrive. A click attributed to a particular place does not, on its own, prove that the user lives there.
The use of location data must respect the applicable information, consent and data protection obligations. Not every application needs a precise position: for some functions, it is enough for the person to provide their city or postcode.
